Communists to deceive our troops and ruin our China.

Therefore in order to destroy China the Communists

must first of all break up our National Revolution

and particularly overthrow me. They are like a fox

in the skin of a tiger so cunning are they. On several occasions they have deceived and appressed us on the

pretext of raising the authority of the Party. They

have not known that I have all along advocated that the authority of our Kuomintang should be kept supreme

and that all power should pertain to it. But we should

only increase the power of the real Kuomintang and

see that all power pertains to the pure Kuomintang and

to it alone. In our previous troubles there was too

much confusion within our Party. Now the seditious movements avements of the Communists elements and betrayers of

our Kuomintang have been revealed. The Central Inspectorate

which is the highest supervising authority of our

Kuomintang and consists of the most popular, loyal and honest members of the Party who are unable to leave

our Kuomintang and Nation to be usurped, betrayed and

ruined, have resolved to convene a meeting in Shanghai

and Nanking to publish fully all their illegal actions

and turn down all resolutions made at the 3rd Conference

held after we had opposed the re-organisation

suggested at the Wuhan Joint Conference.

The Secretariat

of the Central Executive Committee will continue its

functions in Nanking, and the seat of the Nationalist

Government has been officially removed to the city
